Course Description: | An assessment of the strategic, psychological, domestic and
systemic incentives that guide the foreign policy behavior of
states. Particular attention is given to the (different)
decision making contexts faced by rising powers versus those
faced by states in decline. |

Course Objectives: | Students will develop a framework for understanding the origins
of foreign policy through mastery of contemporary theories and
an understanding of the role of key strategic, psychological,
domestic and systemic variables in shaping foreign policy. The
primary organizing principle of the course will be the
distinction between the foreign policies of rising powers and
those of powers in decline. |
