The purpose of this course is to provide an in-depth view of some key areas of program evaluation with a particular emphasis on quasi-experimentation and time series designs. It is the objective of the instructor to enable the student to be familiar with these topics and to utilize the techniques associated with them to the greatest extent possible. Knowledge of these techniques will help us confront directly the assertion that government is unable to measure the effectiveness of its policies.
