Course Objectives

Students who successfully complete the course will: 1.Develop a critical understanding of the legal bases for human resource activities in school districts. 2.Develop knowledge and skills concerning the employment process to include recruitment, interview, selection, and induction of all employees 3.Become familiar with concepts and procedures needed to establish equitable compensation, evaluation, development, and promotion policies that acquire and maintain a highly competent workforce. 4.Become familiar with the basic skills of strategic planning needed to establish priorities and plans that utilize community and other resources to assure a workforce of sufficient quantity and strength to accomplish school district strategic objectives. 5.Learn that employee separation procedures are part of the lifecycle of organizations as well as individuals and plan for appropriate responses to changes in employee status caused by resignation, transfer, retirement, and termination.

1.Motivation theories and their use in human resource management 2.Federal and state law, court cases, and policies affecting human resource management 3.Ethical issues in human resource management including state codes of professional conduct. 4.Using strategic planning, population projections, and additional procedures to determine human resource needs of the schools and the district. 5.Preparing job analysis, descriptions, and specifications to make employment decisions. 6.Interviewing for teacher selection. 7.Interviewing to select administrative and other categories of staff members 8.Selecting, assigning, and inducting staff members. 9.Concepts used in effective employee development programs. 10.Staff evaluation and promotion; tenure for eligible teachers. 11.Compensation plans for all employees. 12.Staff separation procedures and issues. 13.Special issues concerning employment, development, compensation, and separation of non-certified staff 14.Employee organizations and grievance procedures. 15.Human resource policy analysis and evaluation.
