Examination of national, state, and local policies and standards of teacher evaluation. Relevant and classical literature is used to explore current trends in teacher evaluation practice and policy.

Course Objectives
The student will: 1. Develop conceptual and operational definitions of teacher evaluation. 2. Identify the key differences between formative and summative teacher evaluation. 3. Trace the differences in intent and practices of supervision and teacher evaluation. 4. Learn and use specific criteria for assessing teacher evaluation systems, plans, and reports. 5. Identify key teacher performance standards. 6. Apply evaluation standards (Propriety Standards, Utility Standards, Feasibility Standards, and Accuracy Standards) of the Joint Committee on Standards for Educational Evaluation. 7. Become familiar with key criteria to rate teacher performance including assessment tools, rating scales, and rubrics. 8. Develop a system for documenting teacher performance and what to do with teacher evaluation data. 9. Understand the importance of training of evaluators. 10. Understand policies and procedures important in implementation of teacher evaluation systems. 11. Examine "highly qualified" pursuant to the Preauthorization of the federal Elementary and Secondary Act of 1965 (e.g., No Child Left Behind Act) and state legislation related to H.B. 1187 and its amendments. 12. Find common purposes between teacher evaluation and professional development. 13. Identify conceptual and practical applications of teacher evaluation for marginal teachers, teachers on plans of improvement, and teachers spanning the career continuum from novice teachers to veteran teachers.
