Cases in Health Economics and Economic Evaluation


Course Description

Course presents a series of case studies based on recent events and/or policy changes. Applying analytical tools used in economics and economic evaluation, students will analyze the case-study scenarios and derive their implications on healthcare market. Short-term and medium-term outcomes of the events or policy changes will be evaluated.

Student learning Outcomes

  • Students will understand how to identify important market implications of changes that happened in the real-life scenarios presented.
  • Students will understand how to describe and explain the appropriate tools to be used for analyzing the case and to derive policy options.
  • Students will understand how to interpret results of data analysis to evaluate the effect of public health programs, policies, and changes presented in the cases.
  • Students will understand how to analyze the effect of changes indicated in the case scenario to understand effects on the behavior of patients, healthcare providers, and healthcare facilities.
  • Students will understand how to examine utility and social welfare aspects of economic evaluation.
  • Students will understand how to design economic evaluation of alternative health interventions, including analysis of alternative pharmaceuticals to select the most cost-effective intervention.
  • Students will understand how to clearly, concisely, and analytically communicate the expected outcomes of the case study scenarios to relevant stakeholders and policy options being suggested to address the concerns.

Topical Outline

  • The market for healthcare and possible factors that affect demand and supply of healthcare services and products in the short-run and in the medium-run
  • For each case scenario in health economics, evaluating the effect of the events or changes on supply, demand, and market environment
  • Analyzing the effect of policy changes on provider and consumer behavior
  • The market for health insurance and effects of policy changes on health insurance market
  • Costing of healthcare services and interventions and understanding how to perform program cost analysis and cost-of-illness analysis
  • Estimating the benefits of preventive services including vaccinations
  • Conducting cost-benefit analysis of alternative interventions on preventive services
  • Estimating the effectiveness of health interventions and how to deal with health outcomes that happen over a longer period of time
  • Analyzing cost-effectiveness of alternative health interventions and pharmaceutical products
